responsibility of the sender to ensure that each message is uniquely identified."
Plus, different services can be identified by different EPRs. If the Body is identical and
the To fields are different but do actually refer to the same service instance, does that
mean the Messages are identical? Message equality at any level above MessageID is really
up to the application to determine, since only it has the necessary semantic information
to use for deciding what aspect of the Message is actually important for determining
equality.
