Just because the content may be equal, doesn't mean that semantically the Messages are the same (the context in which they are used may affect they way in which the Message content is interpreted). WS-A is pretty clear on this: two Messages are identical if they have the same MessageID. So compare on that (via Call) if you need to check for low-level equality.
