ServiceInvoker is constructed with a "Service" object. It is this service and
this service only that that ServiceInvoker will deliver messages to.
One thing that the To field could be used for is to specify a "preferred" EPR
for the target service - perhaps as another load-balancing strategy. So the
ServiceInvoker would first make sure that the specified To EPR was in fact one of the
registered EPRs for the Service associated with the ServiceInvoker. If it is, then this
will be the first EPR it will try to use. If it's not one of the registered EPRs for
the Service - error/exception??
ServiceInvoker should ignore To field
