FS Listener does not create the post-process file when post-delete="true"

The FS Listener should create the post-process file independently of the post-delete flag,
since the post-directory is informed. post-rename is not valid, because it renames on the
input directory and does not move to the post-directory folder
Example:

post-rename="false" post-directory="processed"/>
