I'm pretty convinced now (from watching ~/.m2/repository as I use the forge wizards) that the hang is due to downloading of mvn dependencies for plugins and so forth. I'm currently trying to hack a test case to force the download of everything; so I can pre-load the ~/.m2/repository with all the possible requirements on startup.
