Resolution: Done
Fix committed into svn head (revision 2262). We use the getRequestURI value and calculate
what the pathinfo should be from that. Since getRequestURI isn't decoded by the web
container we can access the UTF-8 value regardless of what the web contianer has set its
url encoding.
Can not access portal if the name is not in English

- Create new portal (with name e.g:thúy with everyone can access
- Select added portal to use
- Sign out and Sign In with new portal ( http://localhost:8080/portal/classic/thúy)
- Return to http://localhost:8080/portal/portal-unavailable.jsp
- Show message can not connect this portal --> Error.
- Delete URL to http://localhost:8080/portal/ click enter
- Comeback to classic portal on private mode.
