It's a similar issue to https://issues.jboss.org/browse/GTNPORTAL-1302
locale.getLanguage() missed the country code.
We have to use [language]_[country] instead of [language]

I am trying to multi-language navigation nodes.
I provided the resource key in
/WEB-INF/classes/locale/navigation/portal/classic_zh_TW.xml.
However, it is not working. I have tried other locales. It seems all other language is
working except zh_TW, zh and pt_BR.
