I spent a few hours to examine this issue and found that it don't take effect
immediately after saving, it only will be about 30s later. This problem might be related
to cache in MOP layer.

- Site --> Edit portal's properties --> change skin form vista to mac -->
Save --> Sign out to see affect --> Still show old skin
==> Do same above action about ( 3 or 4 time ) --> Show new skin --> Error.
