The cause is a wrong if statement in setValue method of UIPermissionForm class
if (accessPermissions != null && accessPermission.size() > 0)
With the check accessPermission.size() > 0, the permission form for application having
public access or having no access permission is not updated
Can't edit access permissions in the application registry

As root, go to Group -> Administration -> Application Registry
Clicking on various applications doesn't always update the correct access
permissions. (It seems cached from the previous one)
(To reproduce select various applications and keep in mind the access permissions, it
won't be accurate very quickly)
Also clicking on "Edit application" then "save" will empty the list
of access permissions (probably linked to the same issue)
