AbstractTaskXMLBinding.PortalSkinTaskXMLBinding and
AbstractTaskXMLBinding.PortletSkinTaskXMLBinding didn't set priority value for
PortalSkinTask and PortletSkinTask, so the priority variables always is true, and our skin
(other products based on GateIn portal) always overwrite to portal.
