a simple case to reproduce this issue is to delete the /platform/users group which is
assigned to every users by default

Steps:
* Go to Group management --> edit user ( root) --> delete all membership -->
Save --> Sign out
* Login again by root --> show message "Access to the requested resource has
been denied" --> OK
* Change URL from private mode to Public mode --> Login to portal --> Error.
