The Aries implementation delegates to PackageAdmin.refreshPackages, for which it needs an Bundle[]. BundleContext.getBundle(long bundleId) would however return nulll for already uninstalled bundles. As a result it seems that you cannot refresh a bundle that is already uninstalled.
