Transformation Reconciler action needs to stay enabled more.
1) Validate SQL that's fully resolvable and action is DISABLED
2) Edit/Dirty a model outside the T-Editor with valid SQL and action ENABLED will end up
DISABLING action.
Need to be more inclusive on enablement.
