Added check for upper and lower case. This fix will be used for 7.4.* updates. This will
not matter in 7.5 though, since all extended properties will be defined in the properties
tab and the key will be a well-know constant.

The two extended properties required for RESTful procedures are "REST-METHOD"
and "URI". The check in the action for these properties expects the properties
names to be upper-case. We should allow for lower case as well.
