Replaced temp FunctionLibrary() code with UdfManager's getFunctionLibrary() call. This
restored dynamic function management and availability of new UDF functions created in
Designer to show up in X-Editor's Function Builder.
Also tweaked UdfManager to NULL out the cached functionLibrary whenever a UDF model
changed thereby rebuilding it when the next getFunctionLibrary() call is made.

Teiid 7.0 has changed their UDF-related code requiring re-integrating their new framework
into Designer.
FunctionLibraryManager doesn't exist anymore, FunctionLibrary has changed.
1) Investigate changes to Teiid and how Designer is supposed to handle UDF models in
workspace.
2) Refactor management of UDF models AND Function Definitions into separate plugins.
