I tested this and on my Ubuntu, the Menu item is there but grayed out. It's the
"Schema" or "S" icon you'll see when you expand to the first level
below the model.
So don't think this is a Bug

Righ-clicking an unopened XML Schema > New Child shows a blank menu action. Since the
XML schema is not open, perhaps the New Child option should be disabled?
