Reopening because the a reference to the actionSet that was deleted remains in the
plugin.xml. Here's the error message: Unable to find Action Set:
relationship.ui.actions.navigationActionSet.

The Metadata menu contains an action "Reresolve References". Sometimes it is
enabled. Any time I have clicked it (when it was enabled), I get a dialog explaining
"The chosen operation is not enabled."
Maybe we can prevent it from being mis-enabled?
