There are tons of other @ApplicationScoped annotations out there (Spring, JSF, Shale,..) + other EE specs (JAX-RS, JAX-WS) and ALL of them refere to the WebApplication! This is also absolutely clear from the CDI spec imo. And since we cannot change this behaviour without becoming completely backward incompatible, we should rather introduce a new @EarScoped
