Regarding the @ApplicationScoped would behave different if standalone or in an EAR:

Imagine 2 WebApps, both using an @ApplicationScoped ConfigurationBean.
If the 2 webapps would get the same instance, then they would each other override their settings. This is really highly dangerous!
