My explanation:

We're going to release Weld 2.3.3.Final later this week. So both impls 
provide a non-portable solution already.

However, if the EG decides to go this way I'm strongly in favor of:
* unifying CDI configuration (something similar to Weld and OWB 
configurations)
* NOT reusing beans.xml
* NOT to take into account the environment variables
