I agree that NodeTypeSources should switch to templates (and, eventually, to sets of CND files).  I just want to get this first part checked in first.

I will pull out the predicate approach in the next patch.  When I started refactoring that, I expected type registration to have slightly different needs than it turned out to have.

I am fine with not putting thread-safety into the patch.  I will pull out the half-hearted and totally non-working attempt.

We don't currently allowUpdates in the patch that I'm getting ready to submit, so the modification issue can be deferred.
