[gsoc] FAQ #1: How do we handle multiple people wanting to do the same project?

Its simple.  The students make the proposal. We need to then figure out 
who the best student is,
a) given their knowledge
b) the university they are from
c) probability of them being successful

We certainly can entice them to a future participation in the project 
irrespective.
