To be honest, I do not know if the new Jira "Development Tools - GitHub"
integration needs these GitHub-side web hooks anymore. I know it did
initially, but I think they moved to more of a REST/pull approach in more
recent versions.

I knew postbin service had gone away, but actually had not known of this
replacement. The trouble with this is that we have to capture every push.
I don't know if there is a limit on this service as to how much data it
will keep for each bin, but every push to each of our repos is a lot of
JSON data, Do y'all feel we still need this "forced push" tattle-taling?
