[jboss-as7-dev] Deployment -- why marker files?

In fact the purpose of those marker files belongs to a duty of a
deployer. Has AS7 has any control over what kind of applications
can/cannot be deployed?
It is useful for a user to prevent some bad applications (for example a
beta version app), sensitive apps (for example some confidential apps
supposed to run in a restricted domain) from being randomly deployed.
