I just built the prerelease tag (with -DskipTests).  Everything worked 
fine.  JSF apps running against both main and 1.2 slots worked without 
error.  I'll ask the poster some questions to figure out what is wrong 
on his end.

I don't know the answer to that.  From a philosophical standpoint, JSF 
has always acted like a system service and at the same time acted like 
something users should be able to replace themselves.   Its identity is 
fungible.
