You are talking about the metadata repository right? From what I gather it seem you want this as the "holder" for the callbacks?

I am unclear as to whether you think I should make the callers of this chain into somewhere visible for the dependency project and have that (AbstractControllerContext) or have the individual implementations of ControllerContextAction (as what I have done in KernelControllerContextAction)?
