The org.jboss.classloader.spi.ClassLoaderPolicy needs to be extended to include a version
that is implemented using the VFS.

An additional policy item will be whether all packages are exported for backwards compatibility
with the old UnifiedClassLoader.

Additionally, this should take multiple VFS "urls" like the URLClassLoader.
