Once the VFSClassLoader is done JBOSGI-14, we need to create a concrete subclass that allows
injectable policy. i.e. setters.

This will be used by the both JBossAS and OSGi through the Deployer layer to construct classloaders
from the classloading dependencies/rules they define.
