If we add RELAY2 protocol to the protocol stack of an already connected channel, the functionality of relaying messages is not operational.

Starting the relayer is under condition of a view change or coordinator change

Enclosed a extension to Relay2Test. New test method called testAddRelay2ToAnAlreadyConnectedChannel
