Checking for updates fails with:
There were errors checking the update sites: IOException: Server returned HTTP response code: 403 for URL: http://ci-ops-jenkins-update-site.rhev-ci-vms.eng.rdu2.redhat.com/update-center/redhat/update-center.json?id=redhat&version=2.164.3

Probably because of incorrect certificates.
