Seam2 isn't targeted at Tomcat 5.5 but Tomcat 6 - http://docs.jboss.org/seam/latest-2.0/reference/en/html/tutorial.html#d0e271

If you are just starting with Seam, its best to run it in a recommenced environment (e.g. JBoss AS or Tomcat 6 with JBoss Embedded)
