The snapshots are kept in a separate repository, so you'll have to enable that as well.  Check:

http://wiki.jboss.org/wiki/MavenSettings

Also, the snapshots repo will manually expire (delete) snapshots once they've reached a max age (I think 30 days?), so we've been moving to use releases more frequently.  If you're building from trunk, see the instructions at:
