Use following code in your somename-object.xml

                             <property>
  | 					<name>theme.dyna.dnd_enabled</name>
  | 					<value>true</value>
  | 				</property>

Drag and drop functionality will be enabled in your portal pages.
This can also be achieved using admin console.
