JAX-WS Tools Project of Eclipse is part of WTP - see http://wiki.eclipse.org/JAXWS. JAX-WS Tools is currently based on Apache CXF.

Is there any relationship between JBossWS-Tools and JAX-WS Tools? This would be interesting since Red Hat has become a key contributor to the Apache CXF. See:
