Stable update site is only for GA releases that's why it still has version for Eclipse 3.4. I order to get last version for Eclipse 3.5 you should use development update site http://download.jboss.org/jbosstools/updates/development. Latest development version of JBossTools is 3.1.0.CR2 and it was just released.
