[jbosstools-dev] Disabling org.jboss.tools.runtime.as.ui.bot.test

Hi All:

As per reference [1], we are re-organizing runtimes to be a low level 
component rather than a high level one. TO this end, I am today 
disabling the integration test. [2]

I will not remove the code, but the test will be disabled from running. 
It is up to Len / QE to find a new home for this plugin. [3].
