[jbosstools-dev] Target Platform releases: 4.30.6.CR1 and 4.31.1.CR1

|JBoss Tools Target Platforms 4.30.6.CR1 and 4.31.1.CR1 has been released.

Usage
=====
Those target-platforms are respectfully the TARGET_PLATFORM_VERSION and TARGET_PLATFORM_VERSION_MAXIMUM used by JBoss Tools 4.1.1 CR1 build.
It means that 4.30.6.CR1 represent the minimum set of dependency we guarantee compatibility with, and 4.31.1.CR1 is the "recommanded" set of dependencies, which is also what is made available to users of JBT and JBDS.

All jobs in jenkins for *branch* and *master* have been updated to use these TPs.
Parent pom 4.1.1.CR1 for *branch* and 4.2.0.Alpha1 for *master* have been updated to use these TPs.

Testing/Development
===================

You can try it out and use it directly like this:

     $ mvn clean verify -Dtpc.version=4.31.1.CR1
