[jbosstools-dev] Vagrant tooling in JBoss Tools TP

As far as I remember there was an initiative to include vagrant tools to 
devstudio because it could help CDK users. But we wanted to test it and 
see if it actually provide any value for CDK users. So we included it to 
TP so it's easier to install but we do not install it by default.
