1) JBoss Rules plugin did not work with Eclipse 3.3 (until recently)
2) JBoss Rules plugin that works with Eclipse 3.3 is tied to Drools 4 not the Drools 3 that is part of JBoss EAP 4.2
That is the only reason.
When we have JBoss EAP 4.2 that uses Drools 4 instead (e.g. uses Seam 2) thenit could be included with JBDS.
Note: we will start bundle Drools plugin with jboss tools (not JBDS) in the immediate future.
