OK, looks like the last local JBDS build worked -- I'm getting the correct jar name.
Product feature zip contains this new plugin.

I don't understand your other comments. Are you suggesting that something is wrong within the config.ini file? Or that I need to do something with those files other than just building and packaging the plugin?
