I have created the org.jboss.tools.runtime plugin that creates these runtimes (https://jira.jboss.org/jira/browse/JBDS-483?focusedCommentId=12442031#action_12442031). This plugin isn't added to the build yet. 
I have been downloading JBDS and will check in what way firstrun and seam initializer add seam and as runtimes. However, without adding the org.jboss.tools.runtime plugin, jbpm runtime won't be created.
