And yes JBIDE-1480 is related since this is validation done to ensure you are using (non-blank) id's and that would require scanning all files and collect the id's which in turn would allow us to validate for duplicates. btw. the tools does not currently know *everything* since we try only read what is needed to avoid too much overhead.
