Actually now difference ==> this issue has been linked as duplicated for JBIDE-3197.
 But JBIDE-3197 hasn't been finished fully in M2. There is some unimplemented features:
1)CA custom tags proposals, CA now is under refactoring, so custom tags will be added when refactorting of CA will be finished.
2) Processing of taglibs which has been defined in jar files not working yet see(JBIDE-4493). I think it's better register taglibs in model and use theme from model instead of parsing separately.
3)custom tag can be defined in taglib definition throw class parameter, in this case better to show class name in visual panel and implement openOn functionality  to this class.
