Jason, when I talked to Dimitris originally about this, he asked me to put the JSR299 API into the deployer (not really sure why) - but Max says this makes it hard from him to tool, as deployers are really about impl.

Can you confirm that this is the correct location for it, and perhaps provide some guidelines about how to know which libs are client libs in a deployer...
