  While researching standard Eclipse tool bar's icons I've found that most of them are made through ContibutionItems with actions. It's a very convenient way to declare an item/action/button, because once created contribution item could be used in eclipse menus, popup menus, toolbars.
  So to increase VPE toolbar  functionality it was decided to make toolbar items as contibution items.
  There are some feature requests concerning toolbar items so I think reimplementing them in a standard eclipse way would help to complete other issues.
