The instructions are sufficiently explicit on the pages you refer to.

I would add the NOTE [1] provided in the update site to the main page as the main page states:
  * "simply right-click the link below from which you'd like to install, copy the link, and paste it into Eclipse's Update or Install Manager"

The user will not see the NOTE [1] on the update site when the instructions on the main page are followed as the update site is not accessed.
