http://downloads.jboss.org/jbosstools/builds/nightly/3.2.helios/ contains update sites. Look into the subfolders and/or the zips. 

Note too that 3.1.x stream is in maintenance mode and support is only planned for its use on Galileo, not Helios. I kind of doubt that the change you suggest will get done, even if it's relatively trivial.
