I can confirm the reported behavior - no EL code completion. I went with your 10 steps in JBDS 4.0.0.M2 and it is with no EL completion in VPE. Sorry!

To start, I think that the cause is that if you do Import existing project into workspace, it creates only Java project and you need Seam and Dynamic Web project facet and also Seam builder in the project properties to enable EL code completion. Is it correct?

I added into imported project Seam Support, but it doesn't add Seam Builder and Seam facet file in .settings directory of the project.

In contrast I have got a Seam Web project created by JBDS in workspace and it has got in Project properties -> Builders also Seam Builder and Hibernate Builder.
