I followed the instructions presented here:
https://www.jboss.org/tools/download.html

The instructions are: 
"simply right-click the link below from which you'd like to install, copy the link, and paste it into Eclipse's Update or Install Manager"

This is the url that is copied and pasted into Eclipse's Install Manager (Help -> Install New Software -> Add):
http://download.jboss.org/jbosstools/updates/nightly/trunk/

So I guess that it automatically appeared as a result of using the http://download.jboss.org/jbosstools/updates/nightly/trunk/ url.

Note that everything installed fine on the first installation. When I try to update, this error is returned:

Cannot complete the install because of a conflicting dependency.
  Software being installed: JBoss BPEL Editor 1.0.0.v20100901-0244-H66-M2 (org.jboss.tools.bpel.feature.feature.group 1.0.0.v20100901-0244-H66-M2)

I just tested a fresh installation from the http://download.jboss.org/jbosstools/updates/nightly/trunk/ site and there were no errors returned. I will update this installation later and report back.
