    Steps to Reproduce: 
# ASSERT: have as7 RUNNING on a remote server
# EXECUTE: create a server adapter for this remote server
# EXECUTE: start it

Result:
A new AS7 is launched on the remote host

Expected:
The adapter should detect that AS7 is already running and should not launch an new instance. It should immediately get [Started] without launching an new server instance.
