Are we certain the user is using jbt 3.1.1?  This sounds almost exactly the same as issue JBIDE-7333 with commit 40976. FUll builds were doing too much timestamp-twiddling, which matches exactly with the problem that first-time changes are too significant. 

The above problem was introduced between 3.1.1 and 3.2.0, and was solved in 3.3.0.CR1.  If the user is in fact using upgraded jbds bundles, then this would be a duplicate.
